The HCC Student Handbook is a great place for you to find answers to some of your questions about living in Minnesota. Inside you will find advice on how to get a credit card, cell phone, driver's license and MORE. Our online handbook is below.
This handbook is intended to provide new students, scholars and their families with useful information about living in Minnesota. Because it is good to be informed, we highly recommend that you read through everything in this pamphlet, especially for finance related issues, in order to make the best decisions regarding your specific circumstances. This handbook may serve as a reference for you.
****How to get a cell phone/ landline? ****
Many wireless service companies require you to have a SSN and a good credit history in order to enroll in their wireless contract. For this reason, many new students share a “family plan” with others. However, there are also companies that offer pre-paid or deposit-based services that do not require a SSN. For details, check with local wireless shops (in Walmart/Target or in shopping malls) or online at www.amazon.com => Electronics and Computers=> Cell phones & Accessories. Most phone people brought from China can be used in USA too. You just need to get a phone card from carrier like T-Mobile, AT&T and Verizon. Also, one company: http://freedompop.com/ offers an affordable cell phone service (we do not endors them; we just point you there as a reference.)
If you do not have a phone, you may use the public phones on campus (usually at the entrance of every building) to make a free phone call within the metro area. Dial 8 and then the phone number. (Note: Sometimes your lab/office phone can make a long distance phone call to other states. Using a long distance phone card is also possible.)

****How to get a driver’s license?****
First, you must pass the knowledge test to get a learners permit. You can find a driver’s manual, which is the book to prepare for the knowledge test, at any test station or or online at https://dps.mn.gov/divisions/dvs/Pages/default.aspx. If you'd like to practice for the test, DrivingOffice.com provide online quizzes that are helpful for the actual exams. You are not required to make an appointment in order to take the knowledge test, but you should bring your passport and legal status documents (I-20/DS-2019/I-797 etc). If you would like a translation service, you can find it at China Center http://www.chinacenter.umn.edu/services. For J2 visa holders who have EAD, a passport and EAD is sufficient and therefore the marriage certificate is not required. We usually have print out driver manual for you at HCC.

Once you have earned the learner’s permit, you can purchase a car and learn to drive (though you must be supervised by a person with a driver license when practicing driving, and the vehicle you use must be insured.) You are permitted to take the road test once your learner’s permit has been issued for 3 months. If you already have a driver’s license from China, you can take the road test sooner. You will receive your driver’s license after passing the road test, for which an appointment is required. Taxes can be a nuisance in April. Fortunately, International Student and Scholar Services offers helpful tax information and free tax-filing software. - There are several student-housing communities that provide residences at relatively low prices. CSCC http://cscc.umn.edu/ is for married or single parent undergraduate and graduate students. CTC http://www.umnctc.org/ is for all students and post-docs. Riverton community http://www.riverton.org/ is for all undergraduates and graduates.
- For more off-campus housing, you can walk around off-campus neighborhoods to find houses for rent. There usually will be a “For Rent” sign in front of a building if rooms/apartments are available for lease.
- The university newspaper is a good source of information for apartments near campus (mndaily.com =>Classifieds=>Housing).

**What kinds of transit can I take if I don’t have a car?
The Twin Cities has an efficient public transit system. You can find out more details at www.metrotransit.org. As a university student or a post-doc fellow, you can buy a semester bus pass at http://www1.umn.edu/pts/bus/upass.html. A bus pass allows for unlimited public transit throughout the semester. Another option is the Guaranteed Ride Home plan http://www.metrotransit.org/guaranteed-ride-home.aspx. If you need to go to the airport, the light rail is efficient and also part of the public transit system (Route55 on www.metrotransit.org ). You can also take light rail to Mall of America, one of the biggest shopping mall in the U.S.

If you need to travel outside the metro area, it may be convenient to ask a friend for a ride. As a new arriver, however, we do not encourage you to travel too far from the campus unaccompanied. It is not safe to carry around large amounts of cash. Open a bank account immediately and deposit money into it. Minnesota can get Tornados or damaging storms, you can check the weather at weather.com. If you hear a siren that continues to go off during a storm, it is telling you to go to the basement or safe place.

****How to get a credit card? ****
In most cases, you will be required to have a social security number (SSN) in order to apply for a credit card. You may go to www.isss.umn.edu to learn how to apply for a SSN. Once you have a SSN, you can go to a local bank or check out their websites to apply. Major banks that carry credit cards include but are not limited to:
It is often difficult to get your first credit card, as you don’t have any credit history. You may want to explore “credit cards for college students” which banks like Citi Bank and America Express can offer you. Another option is to go to a local bank where you have a checking/savings account. For example, US bank offers credit card with very low credit lines, and you can build up your credit history from there. Another place to check is U of M credit union.
Some local banks may offer “secured credit cards” which means that you must deposit the same amount of money as the credit line. This type of credit card may not require a SSN. For details, please check with local banks, such as TCF Bank, Wellsfargo bank and US Bank.
If you are denied by a credit card company, it is probably the best to wait for several months (6 months is recommended) before applying again. Applying too many times in a short period of time will often hurt your credit. Paying rent and phone bills on time helps to build up your credit. Always pay your bill on time.

****Want to go shopping?****
The Mall of America is one of the biggest shopping malls in the United States. You can take the light rail from downtown Minneapolis to get there. There is also an IKEA nearby. Southdale Mall is another large shopping center, and you can take Bus No. 6 that runs from Minneapolis to the mall. Rosedale shopping center is also near the St. Paul campus and can be reached by taking Bus No. 87, while Albertville Outlet Mall http://www.premiumoutlets.com/outlets/outlet.asp?id=52 is about an hour drive from the metro area.

****Where to get groceries?****
You can get most daily supplies from Walmart and Target. Local groceries such as Rainbow Foods or Cub Foods carry eggs, milk, meat and common American fruit and vegetables.

**** Christian Churches****
The Christian church had its beginning in the Middle East but in the last two millennia has had an impact on nearly every country in the world. In the United States the Christian church has had a profound influence on nearly every facet of our culture including our businesses, government, educational system, movies, music, medical industry, marriages, families, and of course our individual lives. No taste of American culture would be complete without a visit to at least one of the many churches found in every city in the U.S.
Each church has a personality of its own and almost all would say they are delighted to have guests. If you have an interest in visiting a church while you are a guest in our country, the list below, though not exhaustive, includes churches we are aware of who have indicated they are willing to provide a ride on Sunday mornings and other help to Chinese friends. Feel free to give any of the names below a call for times of their Sunday morning services and request a ride if needed.
